Both public and private groups do surveillance. Government agencies and bodies have always had the most powerful kinds of  surveillance  equipment and they have also always been the one with the sufficient legal capacity to use them at a wide scale. Active surveillance is often done by governments in line with keeping security in a country. It is not unknown however, for private actors to make use of active surveillance for their own needs, though for most intents and purposes, this kind of surveillance is often illegal, though not in all cases.
